湖南大学金融与统计学院研究生申请学位学术成果要求

时间：2022-01-17

为提高研究生培养质量和学位授予质量，适应高水平大学建设的要求，根据《关于印发<湖南大学研究生申请学位学术成果要求的规定>的通知》文件精神，结合我院实际，制定本要求。

第一条研究生申请学位的学术成果是评价学位论文水平的重要参考，由研究生攻读相应学位期间在指导教师指导下独立完成，应与学位论文相关并在学位论文中充分展现。

第二条用于申请学位的学术成果，研究生第一署名单位必须为湖南大学。非特别说明，研究生应为学术成果第一完成人，或指导教师为第一完成人、研究生为第二完成人。

第三条学术学位博士研究生攻读学位期间取得的学术成果须同时满足条件（一）及条件（二）中任意一项，可以申请博士学位：

（一）在院定B+类及以上级别期刊发表学术论文1篇（期刊分级详见附件一）；

（二）其他条件：

1.在院定B类及以上级别学术期刊（详见附件一）或者湖南大学研究生中文重点期刊目录（2019）（详见湖南大学金融与统计学院官网）发表论文1篇；

2.在学科领域的代表性国际会议上宣读论文或在全国性重要会议上宣读论文并获奖励（会议类型见附件二）;

3.在院定重要出版社出版专著（出版社要求见附件三，字数15万字及以上）1本；

4.以第一发明人获国内外发明专利授权（不含实用新型专利和外观设计专利），且专利内容与学位论文密切相关；

5.形成C类及以上级别智库成果（智库成果分类见附件四）；或在《人民日报理论版》、《光明日报理论版》、《经济日报理论版》发表1篇；

6.获二类及以上重要成果奖励（具体要求见附件五）。

第四条学术学位硕士研究生攻读学位期间取得的学术成果满足下列条件之一，可以申请硕士学位：

（一）在院定C类及以上级别学术期刊上发表学术论文 1 篇。学术论文含录用，但必须由研究生和导师在加盖期刊编辑部公章的录用通知上签字确认其真实有效性并对之负责，且答辩前须正式发表或在线发表；论文作者打印出的在期刊编辑部官方投稿系统中显示投稿和审稿流程、审稿意见和录用意见，或打印出含时间、编辑部邮箱、标题等信息的论文投稿、审稿意见及录用意见的往来电子邮件均视为有效录用通知。

（二）提交学术论文1篇，并经学院三位教授组成的专家评审组认定达到主流学术期刊发表水平。

（三）湖南大学A类学科竞赛（见附件六）获省级以上奖励。其中，国家级奖励排名前5；省级奖励排名前3。

（四）第三条条件（二）下2-6中任一项成果。

第五条专业学位硕士研究生攻读学位期间取得的学术成果满足下列条件之一，可以申请硕士学位（认定具体要求详见附件七）。

（一）参加编写的案例获全国金融、统计专硕教指委评选的优秀案例，或入选省级及以上案例库至少1篇。

（二）参加省级及以上各类学科竞赛并获奖(不含校内选拔赛)。

（三）完成资政建议报告(县级以上)至少1篇。

（四）完成企业调研报告至少1篇。

（五）在校级以上各论坛和竞赛中以湖南大学为署名单位或是以湖南大学在读学生身份获得的各类奖励和荣誉。

（六）第四条中的任一项成果。

第六条研究生申请博士、硕士学位至少三个月前，通过学术报告或预答辩等方式，组织五名（含）学位委员会成员（博导应占2/3以上）对学位论文的核心成果进行集体评议，经投票表决通过后方可进入盲审程序，评议结果作为附件编入学位论文。

第七条由国家留学基金委派出的联合培养研究生，允许使用满足以下条件的学术论文申请学位：在院定B+及以上级别学术期刊上发表，联合培养导师为第一作者且研究生为第二作者，湖南大学为研究生的第一署名单位。

第八条金融与统计学院核心学术期刊目录以2020年1月6日发布的《湖南大学金融与统计学院核心期刊目录》为准。研究生中文重点期刊以湖南大学金融与统计学院发布的《湖南大学研究生中文重点期刊目录》为准。非特别说明，中文期刊论文必须已正式发表，英文期刊论文已接受发表或者在线发表。

第九条本要求由金融与统计学院学位评定分委员会负责解释。

第十条本要求从2021级研究生开始执行，2021级以前各级研究生可参照执行。

一、智库成果认定范围

（一）被党政重要部门采纳、应用或被重要领导作肯定性批示（不包括“同意、转××阅示、圈阅等批示内容）的研究报告、咨询建议。

（二）在内部对策研究刊物、内参上发表的研究报告、决策参考性理论文章、参政议政类成果。

二、智库成果认定等级

（一）A 级

①获得党和国家领导人重要批示的研究报告；

（二）B 级

①获得中央部委和省部级主要领导肯定性批示的研究报告；

②对国家产生重要影响的政策建议与观点（指有肯定性的中央领导批示意见，或有关部委为此召开专题工作推进会，或列入中央领导报告的主要观点，或作为中央相关政策实施）；

③入选全国哲学社会科学工作办公室《成果要报》、教育部《高校智库专刊》的成果；入选中共中央办公厅《专报》及同等层级的《专报》、《要报》、《内参》的成果。

（三）C 级

①获得省委省政府分管省领导肯定性批示的研究报告；

②入选湖南省《湖南信息》、《湖南宣传・社科成果专报》、《决策参考・湖南智库成果专报》、《湖南日报・理论智库版》以及中央和国务院部委其他内部咨政研究刊物的成果；

③对省部级党政决策产生重要影响的政策建议与观点（省政府有关部门为此召开专题工作推进会，或列入省部级领导报告的主要观点，或作为省部级相关政策实施）；

④受省部级立法机关委托主持起草的立法草案；

⑤主持编写省级各类发展战略规划；

⑥在网络上发表并在全国产生积极、重大影响的文章。
